A Dog's New Tricks

The dogs were taught to play darts, or at least in some manner place darts on a dartboard. The numbers are the angles in degrees on a dartboard corresponding to the numbers 1-20, and each dog was placing darts on the board in numerical order. The Beagle messed up by taking the Collie’s turn scoring 17,18,19,20 rather than 13,14,15,16.
