The mathematician made a blue print of the bomber belly and plotted all the damage locations at once. From this, he could see where the returning bombers were most likely to show damage, and where they were least likely to show damage.
He reasoned that any point on the underside was just as likely as any other to be hit. The bombers with damage to regions that did not show up on his blue print weren't in sample set- because they were sitting on the bottom of the English Channel or scattered over fields of Europe.
Conversely, all the damage points he observed demonstrated that a bomber could be hit there and still fly.
So his suggestion was to armor the regions that showed no damage.
