Newsprint Magic

Skinny Dakota has invited you to his annual magic show. After amazing you once again with his card tricks (and tricking you out of $15), he offers you a new bet. He hands you a sealed envelope. Holding up a piece of paper for his audience to see, which, from the visible headline, is evidently from a newspaper, Skinny says that he will move a pair of scissors up and down the paper until someone says stop, at which point he will immediately cut across. Then he will ask you to read the top line of the paper that has fallen to the floor, and open the envelope, and if they match, you are out another $10.
You don't want to lose another bet tonight, but how can Skinny possibly pull this off?
