Obviously the clues are caesar enciphered. I don't know if there's a system behind what shift distances are used or if that is something to use later for answer extraction. At any rate it should be easy enough to decipher the individual clues by trial and error.

No... however, after trying a few it might be the case that you caesar shift these answer words by yet another number. Caesar shifting the answers would also provide one reason why there is a given letter in the grid.

We've got a lot of caesar shift numbers. Turn them into letters, possibly caesar shifting them to deal with the fact that we might be off a constant.

(Alternatively, look at the shift from clue to answer.)
