Is your game flexible on the number of people? If so, I would say go ahead and start a thread for it, but don't send out role PMs. Just send out invites and ask everyone who is planning to play to post in the official thread. Once you have a reliable count, go ahead and send out the PMs and get started.

My game is really not that flexible. I could go with 10 or 11, but more or less would get unbalanced, I think (mostly because I already promised no vanilla townies).
